“It’s been an issue in North Dakota, it’s been an issue nationally,” said measure chairman Jared Hendrix, who led a successful 2022 initiative that set term limits for North Dakota’s governor and Legislature. In a 1995 congressional term limits case, the court ruled that states cannot set qualifications for Congress beyond those listed in the U.S. Constitution. Backers of the North Dakota measure filed a federal lawsuit last year, challenging the state's constitutional provisions and laws against out-of-state petition circulators. Term Limits. Term Limits National Field Director Scott Tillman helped Hendrix carry boxes of petitions into the secretary’s office on Friday.

BISMARCK, N.D. (AP) — A North Dakota judge ruled Tuesday that he won’t block a part of a state law that doctors say puts them at risk of prosecution if they perform an abortion to save a patient’s life or health. Republican state Sen. Janne Myrdal, who brought the 2023 bill revising revising the laws, welcomed the judge's ruling. The judge granted a preliminary injunction blocking the ban from taking effect in 2022, a decision the state Supreme Court upheld in March. In June, the clinic filed an amended complaint, joined by several doctors in obstetrics, gynecology and maternal-fetal medicine. ___This story has been corrected to show that The Red River Women’s Clinic sued the state in 2022, not last year.

Under North Dakota’s law, health care providers can be charged with a felony for performing gender affirmation surgeries on minors, punishable by up to 10 years’ imprisonment and/or a $20,000 fine. Opponents said such surgeries are not performed on minors in North Dakota, and that the ban on gender-affirming care would harm transgender youth, who are at increased risk for depression, suicide and self-harm. The law exempts minors who were already receiving gender-affirming care, and allows for the treatment of “a minor born with a medically verifiable genetic disorder of sex development." At least 22 states have adopted bans on some or all gender-affirming care for minors since 2021. Meanwhile, at least 13 Democrat-controlled states have new laws or executive orders seeking to protect access to gender-affirming care for minors.

COLUMBIA, S.C. (AP) — The field of candidates onstage for the third Republican presidential debate will be the smallest yet. Five hopefuls will participate in Wednesday night’s debate at the Adrienne Arsht Center for the Performing Arts of Miami-Dade County, according to the Republican National Committee. After the second debate in September, Ramaswamy asked the RNC to change its rules for the third, requesting that participation be limited to four candidates, with a unique donor requirement of 100,000. The former two-term Arkansas governor participated in the first debate but failed to qualify for the second. He said in a statement after missing out on the second debate that his goal was to increase his polling numbers to 4% in an early state before Thanksgiving.

The National Weather Service warned of hazardous travel on snowy mountain passes and ice on some highways when snow initially melts and then freezes as road temperatures drop. The snow was then forecast to spread across northern Idaho, Montana, northwestern Wyoming and North Dakota into Friday. Some higher elevations in the northern Rockies could see snow totals of 2 feet (61 centimeters) or more. Central Montana will see the worst of the snow, said Matt Ludwig, a meteorologist with the National Weather Service in Great Falls. Northwestern Wyoming, including Yellowstone National Park, was also under a winter storm warning, the National Weather Service said.

The field for the second Republican presidential debate will be smaller than the first. Seven candidates have qualified for Wednesday night's debate at Ronald Reagan's presidential library in California, the Republican National Committee said, confirming that former Arkansas Gov. Republican support for him nationally has slipped substantially from its high point earlier this year. The only Republican woman on stage — and in the field — Haley experienced a fundraising bounce after her performance in the first debate. Trump has said he does not want to elevate his lower-polling opponents by participating in a debate against them.

That includes 2021, 2006 and 2005, where severe drought gripped 18-21% of U.S. corn in late July. U.S. corn in drought July 25This same week in 2006 featured the largest moderate drought expanse in the Corn Belt after 2023 at 46% coverage, followed by 38% in 2005 and 36% in 2021. But it is interesting that corn yields landed close to trend in those five years. Some 4% of spring wheat is in severe drought, the first trace of severe drought since April. North Dakota’s spring wheat yield reached a record 50 bpa in 2022 despite fears that delayed planting would be limiting.

Weeks later, Mr. Trump is the former President Trump. Instead, in a brief televised address shortly before 2:30 a.m., Mr. Trump furiously laid down his postelection lie. For weeks, Mr. Trump had been peppering him with tips of fraud that, upon investigation by federal authorities, proved baseless. The cavalry “is coming, Mr. President,” Kylie Kremer tweeted to Mr. Trump on Dec. 19. On Jan. 15, Mr. Trump acquiesced to an Oval Office meeting with Mr. Lindell, who arrived with two sets of documents.

Doug Burgum’s money and his family’s vision, Fargo, N.D., has undoubtedly changed in recent decades. Doug Burgum of North Dakota signed a near-total abortion ban bill into law Monday. The bill joins other GOP-led legislation aimed at restricting abortion access that has become law in a post-Roe v. Wade world. Georgia, South Carolina, Florida, Ohio and Texas have also passed six-week abortion bans, sparking legal challenges. North Dakota’s new law follows a legal battle over a 2007 trigger law that was blocked by a district judge last year. With the trigger ban on pause, North Dakota law had allowed abortion up until 20 weeks or more post-fertilization.
Using the U.S. government’s latest estimates, Argentina’s corn and soy yields are set to fall 29% and 33%, respectively, from the long-term trends. Corn and soy yields fell 13% and 28% below trend in 2009, respectively, and they each fell 24% in 2018. Corn and soy yields: Argentina, Brazil, USAUSAComparable U.S. drought events include 1988 and 2012, where corn yields fell a respective 28% and 24% below trend. The only other year since where corn losses came anywhere close was 1993, when extreme flooding cut corn yield by 19%. Corn yields fell more than 40% below trend in Illinois and Indiana in 2012, and in Iowa and Minnesota in 1993.
Books containing “sexually explicit” content — including depictions of sexual or gender identity — would be banned from North Dakota public libraries under legislation that state lawmakers began considering Tuesday. Though supporters of North Dakota’s bill repeatedly called the sexual content “obscene,” opponents said the material in question is not actually considered legally obscene. Library Director Christine Kujawa at Bismarck Veterans Memorial Public Library said the library has a book with two little hamsters on the cover. Bills to restrict mature content in school libraries became laws last year in Tennessee, Utah, Missouri, Florida and Oklahoma. The investigation followed a complaint by the ACLU and appeared to be the first based on a nationwide movement to ban school library books dealing with sexuality and gender.
In some of these states, whether abortion is legal has changed from week to week. The state’s trigger ban has been blocked and reinstated three times in the course of six weeks. On July 14, a federal judge lifted an injunction on Kentucky’s 15-week abortion ban, allowing it to take effect. On July 14, a federal judge lifted an injunction on Kentucky’s 15-week abortion ban, allowing it to take effect. But even though abortion remained legal in those states, providers said that patients and medical professionals did not always know what was going on.
